Congressman Andrew Clyde, joined by 90 Republican lawmakers, introduced legislation Thursday to stop “king” Joe Biden from imposing his pro-abortion executive orders on Americans across the country.
The Georgia Republican told Newsmax Friday that Biden is trying to take away the power that the U.S. Supreme Court recently restored to state and federal legislatures to protect unborn babies from abortions in the case Dobbs v. Jackson Women’s Health.
“[Biden] thinks he’s the king, and he thinks he can make law,” Clyde said. “… He’s got to be taken to task for it because we in Congress, we in the government, are here to secure the rights of the people and one of those rights is the right to life.”
His bill, the Protect the UNBORN Act, would prohibit the implementation and funding of Biden’s executive orders, including one that forces VA hospitals to offer abortions even in pro-life states. Another order attempts to force hospital emergency rooms to abort unborn babies. State attorneys general in Texas, Alabama and Arkansas are suing to challenge both orders.
Clyde said Biden does not have the support for his extreme pro-abortion agenda, so he is “govern[ing] by executive fiat” instead. The president does not have the power to make law either; the U.S. Constitution gives that authority to Congress, and Biden must be held accountable for usurping that authority, the congressman continued.

Clyde’s pro-life legislation has 90 co-sponsors so far. However, Democrats control the U.S. House, so the bill is unlikely to pass.
Biden’s executive order to expand abortion on demand through the Department of Veteran Affairs violates of Section 106 of the Veterans Health Care Act of 1992, which specifically prohibits the VA from providing abortion.
“The Biden Administration is once again pushing taxpayer funding of abortion on demand,” said Carol Tobias, president of National Right to Life. “Abortion is not health care, and this rule is in clear violation of existing law.”
“Despite current federal law and regulations, the Biden Administration has made every effort to promote and pay for abortion on demand using taxpayer money,” Tobias continued. “On the issue of abortion, President Biden has demanded a radical ‘whole of government’ response.”
U.S. Sen. James Lankford, a pro-life Republican from Oklahoma, also warned the Biden administration against the illegal action in an August letter to Secretary of Veterans Affairs (VA) Denis McDonough.
“Only Congress can change federal law, and Congress has held for the past 30 years that the VA is not permitted to offer abortion …” Lankford said. “Abortion is not and will never be healthcare. Healthcare protects life. Abortion takes life. Instead of promoting the taking of human life, I would challenge you, and others within the VA, to respect the dignity of our veterans and all of their family members, including unborn children, by ensuring services provided and funded by the VA are focused on true healthcare consistent with federal law.”
Under Biden’s order, unborn babies may be killed in abortions in cases of rape or incest on the word of the woman seeking the abortion, without any report to law enforcement to apprehend the rapist or evidence that rape or incest occurred.
Many polls show Americans oppose taxpayer-funded abortions, and most recently a January 2022 Marist poll found that a majority of Americans — 54 percent — oppose taxpayer funding of abortion.
This week, Indiana became the 16th state to protect unborn babies by enforcing a new abortion ban. According to SBA Pro-Life America, these laws are saving approximately 134,800 unborn babies from abortion.
